Head of Lifting (NFPS & MP Offshore)



Part A: Job Specification

Job Purpose * Focal Point for the Lifting discipline, expected to guide and support projects teams with extensive knowledge on lifting operations, safety protocols, and best practices.

* Review and analyse critical lifting operations, facilitate the implementation of effective safeguards to support projects execution scopes.

* Maintain a robust and effective assurance process for the Lifting discipline within the MP & NFPS Projects, to ensure compliance and consistency to company standards.

* Review, consolidate and update Lifting Standards and best practices.

* Reduce Company Strategic Risk exposure by leading HiPo Lifting Incident Investigations, identify causal factors and root causes, recommend corrective actions and manage the mitigations implementation close out within the overall MP & NFPS Projects.

* Main focal point for the interface with the Operations Lifting Department (projects brownfield scope executions).

Reporting and Relationships

* Reports to Lifting Operations Division Manager (MP & NFPS).

* Direct reports: 7

Internal

* Frequent contact with Lifting Engineering Lead (MP & NFPS), Projects Lifting Leads, T&I and HUC Managers, Construction Managers, Projects Management Teams, and Onshore/Offshore Operations Teams.

* Frequent contact with OPCO Lifting SME, and Project Management Teams to ensure compliance with MP Lifting Code of Practice and OPCO Code of Practice for Lifting Equipment.

External

* Frequent contact with Third Parties, Subcontractors, Vendors, EPC Contractors, certification authorities, and training centres


* Multiple concurrent onshore/offshore projects at various stages of execution requiring adequate and consistent lifting operations controls.

* Establish effective communication and strategic connection among critical stakeholders to identify and implement solutions in a timely manner.

* Interfaces with project teams and departments on resolving lifting discipline related issues that requires effective communication, initiative, flexibility, and the ability to induce collaboration.

* Facilitate synergies among project teams, to optimize efficiency and consistently maintains compliance to company lifting procedures and standards.

* Risk based evaluation of technical and lifting execution issues that may have significant safety and commercial impacts to overall projects execution.

* Facilitate and support resolution-oriented communication among lifting operations stakeholders including contractors, third parties, certification authorities.

* Overcome internal barriers, clarify and simplify processes, focus on lifting safety operations consistently implemented among all MP & NFPS projects.

* Strong commitment to Safety Leadership supported by extensive knowledge of safety protocols and best practices associated to the Lifting Operations (Onshore & Offshore).

Key Job Accountabilities

1. Focal Point on the Lifting discipline for the MP & NFPS Projects, and MP & NFPS Projects main focal point for the Operations Department on all lifting related matters (lifting equipment, personnel, and procedures) executed in brownfield.

2. Consolidate and manage a resilient assurance process for the MP & NFPS Projects execution in compliance with the MP Lifting Code of Practice (onshore/offshore).

3. Consolidate and communicate necessary feedback to update the MP Lifting Code of Practice for the MP & NFPS Projects.

4. Support PMTs on the lifting resources allocation, selection, and recruitment process. Formally endorse the recruitment of lifting resources within the MP & NFPS Projects (onshore/offshore).

5. Support PMTs on Risk Screening and Formal Risk Assessment related to critical lifting operations (greenfield and brownfield scopes).

6. Introduce and manage effective communications protocols to share relevant lessons learned and best practices for consistent implementation among MP & NFPS Projects Teams (lifting discipline).

7. Consolidate and standardize onboarding protocols for MP & NFPS Projects lifting resources with focus on compliance, consistency, and efficiency.

8. Maintain a robust reporting system for lifting operations within the MP & NFPS Projects. Identify trends and vulnerabilities, propose and implement mitigations and improvements across the MP & NFPS Projects organization.

9. Conduct risk-based evaluation of complex technical issues that may have significant impacts to overall project execution. Manage the timely delivery of technical deliverables and issues resolutions.

10. Promote Lifting Safety Leadership, by supporting Safety Culture and implementing best industry practices and initiatives, including extensive use of Life Saving Rules. Maintain a learning environment for turning lifting safety visions to improvements plans.


Qualifications

* Bachelors Degree in Sciences or Engineering

* OPITO - LOLER Competent Person

Knowledge and/or Experience

* 10 years experience with Large Projects in Construction related disciplines (e.g., construction, installation, fabrication, execution, completion, hook-up, etc.) in the Oil & Gas Industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

* Extensive experience in lifting equipment and appliances inspections, certifications, and verifications. Broaden knowledge of lifting operations management.

* Knowledge of International Standards (API, ASME, BS, DNV, ISO, LOLER) and experience in regulatory compliance.

* Knowledge of Operating Standards & Procedures is advantageous.

* Experience on establishing and managing compliance and assurance processes in accordance with corporate requirements and international standards (lifting discipline).

* Experience as Lifting SME, Technical Authority (Lifting Operations) within Oil & Gas Operators organizations is preferable.
