Head of Commissioning (COMP3)
Part A: Job Specification
Job Purpose
* Manage the delivery of all commissioning activities at the fabrication yard by providing oversight, guidance, and accountability to ensure safe, compliant, and timely execution of pre-commissioning and commissioning works. Oversee contractor performance, coordinate with EPC and operations teams, and ensure all systems, documentation, and handover packages meet project requirements for successful transition to onshore and offshore phases.
Reporting and Relationships
* Reports to Karimun Yard Manager.
* Direct reports: 8
Internal
* Frequent contact with Qatar Energy LNG Karimun Project Management team and Development Planning
* Periodic contact with Doha Project Management team.
External
* Frequent contact with other Engineering department and Support Organizations
* Periodic contact with relevant Operations Organizations (Operations and Maintenance)
Job Context & Major Challenge(s)
The Head of Commissioning requires solid technical and organizational experience, effective communication skills, and ability to solve problem and to propose mitigations measures. The Head of Commissioning must be able to manage the respective priorities, drivers, challenges and site constraints in close collaboration with Karimun yard manager and Systems Completions Division manager and other stakeholders while maintaining focus on safety, quality and planning. The context and challenges of the position are summarised as follows:
1) Commissionimg of 6 new Topsides Decks and delivery them on time for sail away to offshore installation.
2) Mult-disciplines involving Structures, Process, Instrumentation & Control, Electrical, HVAC, Piping and Mechanical, and Telecom disciplines.

1. Function as the main point of contact and accountability to plan and execute all precommissioning and commissioning activities in Karimun fabrication Yard.
2. Ensure effective support and guidance to the contractor from PMT commissioning team to enable the safe and timely completion of all commissioning activites in line with the approved plan and schedule.
3. Provide oversight, assurance and direction to the contractor's pre commissioning and commissioning activities to ensure all system are delivered safely, fully compliant with project specifications and ready for seamless transition to start up and operarions.
4. Maximize the onshore commissioning scope competion to reduce offshore commissioning requirements and improve schedule efficiency.
5. Manage the systems completion and commissioning deliverables to ensure their timely inclusion in the EPC packages and alignment with project requirements.
6. Manage systems engineering design within the project's change management framework to enable controlled modifications and develop recovery plans for any schedule delays.Verb + Object + Outcome.
7. Promote a positive project culture to encourage team members to perform at their best and contribute effectively each day.
8. Collaborate effectively with project teams and departments to resolve technical and interface issues to maintain progress and support successful project execution.
9. Maintain effective working relationships with contractors, subcontractors, and vendors to support coordination and issue resolution throughout the project lifecycle.
10. Manage Company Lessons Learned integration into contractor work scopes to ensure continuous improvement and proper implementation of new learnings during execution.
Person Specification
Qualifications
* Bachelor's degree in Applied Sciencies or Engineering.
Knowledge and/or Experience
* 10 years as Commissioning / Completion management role with overall responsibility for Commissioning preparation & execution. Broad and extensive knowledge in project execution, engineering, and operations and managing comsissioning of Offshore Facilities (Greenfield and Brownfield Projects) and Simultaneous Operations (SIMOPS). including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
Technical and Business Skills
* Excellent English communication skills, both verbal and written.
* Strong knowledge and safety leadership principles, safe work practices, and HSE compliance in Commissioning activities.
* Strong organizational, planning, and coordination solving skills.
* Strong decision making and prioritization skills under pressuretechnical, analytical, and interface skills.
* Expertise in System Completion/ Commissioning multidiscipline processes and procedures.
* Ability to review, approve and manage commissioning plans and checklists.
* Proficient in Microsoft Office and experienced with system completion management systems (Hexagon and/or WinPCs is a plus).
