Quality Lead (Improvement)


Job Purpose

* Responsible for the integrity and fit-for-service of all goods and services procured by all MP and NFPS Projects as a member of Quality Team of the Shared Services. Ensure high quality, cost effective, and a full life cycle of continuous and safe operations. Responsible for collecting and analyzing all MP and NFPS Projects quality data and identifying trends and areas for improvement in order to increase overall project quality and enhance the efficiency and flawless execution

Reporting and Relationships

* Reports to Head of Quality (Assurance).

* Direct reports: None.

Internal

* Frequent contact with all Shared Services Quality Divisions and all MP and NFPS Project Quality Leaders

* Frequent contact with P&D and other MP and NFPS Departments

External

* Periodic contact with Shareholders Quality and Technical Subject Matter Experts

* Periodic contact with QatarEnergy LNG Contractors, Subcontractors, Vendors and Sub-vendors.

Job Context & Major Challenge(s)

* Challenge challenges include: (a) working under time pressures to provide necessary oversight while meeting excellence in Quality Assurance and transparency for all shareholders; (b) establishing, revising, managing and enforcing the implementation of the Quality Management System for all projects.

* Collaboratively reinforce Quality requirements on all the projects, knowing that each project is driven by different constraints.

* Ensure resolution of issues to the satisfaction of the stakeholders.

* Ensure that all contractors, subcontractors, vendors, sub-vendors will meet all applicable quality requirements and will complete and commission all projects flawlessly, on time and budget.

* As defined for this job level in the Delegation of Authority and/or approved budget.

* Ensure all activities undertaken comply with anti - trust and competition laws and the Company firewall policies and procedures.

Key Job Accountabilities

1. Conduct trend analysis of quality data and develop quality improvement plans and initiatives.

2. Collaborate with all MP/NFPS project Quality managers/heads to develop and implement quality improvement initiatives while adhering to industry standards and regulations and communicate quality trends and improvement plans to MP/NFPS projects and management.

3. Monitor and assess the work of various contractors and vendors executing work.

4. Assess project quality risk and develop contingency plans to mitigate any identified risk using various quality tools, e.g., SWOT, FMEA, infinity diagram, fault tree analysis, decision tree, and bowtie.

5. Analyze Major Projects & NFPS Audits, Audit Findings, Deficiency Reports (DRs), Nonconformance Reports (NCRs), Specification Deviation Requests (SDRs), to identify trends and areas for improvements and propose improvement initiatives.

6. Authorize and monitor the activities of all Contractors, Subcontractors, Vendors and Sub- Vendors Quality support teams responsible for various Quality Activities/support for Projects.

7. Collect project lessons learned that allows team to analyze experiences and insights and learning throughout the project lifecycle

8. Provide oversight and guidance to Contractor and Vendor quality personnel in the development of quality plans, gap analyses, processes and procedures to ensure compliance with quality requirements.

9. Participate in project lessons learned sessions to improve and optimize quality interfaces for future projects.

10. Develop requirements and facilitates implementation of controls for electronic data including dashboards, file management, e-NCR, and lessons learned for internal use and as provided by suppliers.


Qualifications

* Bachelor's degree in Sciences or Engineering.

Knowledge and/or Experience

* 8 years experience in Quality in the Oil & Gas Industry, including 1 year of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.

* Experience with Oil & Gas companies, Contractors, or Service Companies. Experience working in large scale operating organizations in Operations, Projects, etc. Knowledge of relevant Quality Systems, specifications, and tools. Knowledge of Industry standards.

* Certification and qualification in Quality Improvement Processes and Statistical Methods (e.g. Power BI)

* Strong knowledge in project risk management and quality statistical tools, e.g., SWOT, FMEA, infinity diagram, fault tree analysis, decision tree, bowtie, control charts, fishbone diagrams, Histogram and other frequency distributions, Pareto charts, regression analysis, etc.

* Experience with Oil & Gas companies, Contractors, or Service Companies.

* Knowledge of relevant Quality Systems, specifications, and tools.

* Knowledgeable in project management systems adapted to oil & gas industry.

Technical and Business Skills

* Experience with Oil & Gas companies, Contractors, or Service Companies.

* Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.

* Knowledge of relevant Quality Systems, specifications, and tools.

* Knowledge of Industry standards.
